The Department of Budget and Management – Negros Island Region (DBM-NIR), in partnership with Central Philippines State University (CPSU), hosted the first-ever Fiscal Year 2027 Budget Preparation and Fiscal Year 2026 Budget Execution activity on February 11, 2026.
Joining DBM and CPSU were state universities and colleges (SUCs) from the newly established Region 18, namely Carlos Hilado Memorial State University (CHMSU), Negros Oriental State University (NORSU), Siquijor State College (SSC), and State University of Northern Negros (SUNN).
DBM-NIR Regional Director Ma’am Cherry W. Bravo and Acting Director III Mr. Angelo Inventor led the DBM team, accompanied by Ma’am Lourie Ann M. Secreto, Officer-in-Charge for Project Development, Investment Programming, and Budget Division of the Department of Economy, Planning, and Development (DEPDev) – Negros Island Region, and a Commission on Higher Education (CHED) representative.
During the event, Regional Director Bravo discussed challenges, desired outcomes, frameworks, key messages, proposals, and requirements for the FY 2027 budget preparation.
Ma’am Secreto elaborated on the process, guidelines, and timelines for the Regional Development Council (RDC) NIR FY 2027, while Mr. Inventor explained the guidelines on the release of funds for FY 2026.
CPSU President Dr. Aladino C. Moraca, CHMSU President Dr. Norberto P. Mangulabnan, NORSU President Dr. Noel Marjon E. Yasi, and SSC President Dr. Steven J. Sumaylo led their respective institutional teams; SUNN President Dr. Renante A. Egcas was represented by SUNN officials.
DBM-NIR and DEPDev-NIR officials also responded to questions raised by the attending SUCs regarding the subject matter and other budgetary and financial concerns.
President Moraca welcomed the convening government interagency and SUC officials to the CPSU Main Campus, sharing the university’s latest developments and achievements, as well as his reflections on his final year as university president.
The university’s finance department, under the leadership of Vice President for Administration and Finance, Engr. Marc Alexei Caesar B. Badajos, and Supervising Administrative Officer for Finance Mr. Elfred M. Sumongsong, with Budget Office Head Ms. Shiela V. Anabo, facilitated the event, which concluded with a luncheon.
